Yeah.. the problem is intermittent. I might try some trickery tonight. We might want to consider changing hosts possibly. It's been acting like this for a long long time.

Hmmm. Doing some local testing, this might not be 100% hosting issue. Looks like the forum is running real slow when fetching data.

The database server at this host is strained, and this particular web server is strained as well. I pull the database off of their network, and I'm connecting the site/forum to a database server that I control (it's working much less). I thought this would fix all the problems, but page load is still around 2-3 seconds (much better than 20 seconds). So that leads me to believe there is a problem with the forum software itself. I posted my issues on the official forum board, hopefully we can get this to perform better. If I can, I'll move the database back (since that could be related to the problem but not the 'actual' problem). Either way.. posting and viewing the board should be somewhat acceptable now. I think moving the database to another server improved things. I still think it's a tad pokey, but that's probably due to the fact the database server is not in their network now.
