The Mean Density of the Moon is 3000kg/m3 vs. Earth being 5500kg/m3. This is the total mass/total volume. If you take into account that Earth has a dense molten iron core which makes up approx 8000kg/m3 and the moon does not, these would be approximately the same. Assuming we would only use the materials in the upper crust of the moon which is only 60km thick vs the Equitorial diameter of 3476km. This is less than 2% of the total diameter of the moon, assuming we would remove the entire upper crust. This is hardly enough to change the tidal forces the moon exerts upon the Earth. Sorry if this comes off as rude. I was a Physics major who studied Astronomy and Astrophysics and taught classes before I switched my major.

dont changes like the orbits of moons and planets change over thousands of years anyway? and isnt earths mass constantly growing which causes it to pull harder on the moon so maybe we need to lighten the moon up some

Earths mass is not changing, but the orbits change slightly for many different reasons. The Earths orbit changes due to centripital acceleration and axis of rotation. A good text book to check out is "Astronomy: The Cosmic Journey".
